I-131 Application for Travel Documents, Parole Documents, and Arrival/Departure Records
One form covering four different things: a reentry permit for a permanent resident leaving for a long trip, a refugee travel document for refugees and asylees, advance parole so someone with a pending case can travel without abandoning it, and a request for parole into the United States. Which fee and which rules apply depends entirely on which box is checked in Part 1.

- Reentry permit $630 paper. Refugee travel document: $0 if you hold refugee status; $135 (under 16) or $165 (16 and over) for asylees and asylee-based residents. TPS travel authorization, advance parole, and re-parole: $630 paper / $580 online. $0 for T and U nonimmigrants, Special Immigrant Juveniles, VAWA self-petitioners, current and former U.S. armed forces service members, military parole in place, and Ms. L. class members. Approved parole also triggers the non-waivable Public Law 119-21 Immigration Parole Fee, collected by CBP at the port of entry or by USCIS.

- As of February 5, 2026, the Public Law 119-21 Immigration Parole Fee does not apply to Ms. L. v. ICE settlement class members and their qualifying additional family members, following a court order. Travelling on advance parole while a case is pending is riskier than it used to be: CBP has broad discretion to refuse parole at the port of entry.
