I-912 Request for Fee Waiver

Asks USCIS to waive a filing fee. There are three grounds: receiving a means-tested benefit, household income at or below 150 percent of the federal poverty guidelines, or financial hardship. It only works on the forms and categories the fee schedule marks as waivable, and for most forms it cannot be filed online.

What changed in 2025 and 2026

  • No Public Law 119-21 fee - the asylum application fee, the annual asylum fee, the parole fee, the parolee EAD fees, the SIJ petition fee, the I-94 fee - can be waived, even where the underlying USCIS fee can. Naturalisation applicants with household income at or below 400 percent of the poverty guidelines can instead pay the reduced $380 N-400 fee, which is a separate request.
