I-90 Application to Replace Permanent Resident Card (Green Card)

Replaces or renews a green card that is expiring, lost, stolen, damaged, or wrong. It does not change status - the person is already a permanent resident and stays one whether or not the card is valid. Filing produces a receipt notice that extends the old card's validity for evidence of status.

Fee
$465 paper, $415 online. $0 if you are replacing a card USCIS never delivered, a card USCIS printed with its own error, or if you turned 14 and the existing card expires after your 16th birthday.
Fee waiver
Available (Form I-912)
Who files
Lawful permanent residents and conditional residents replacing a card issued in error.
Where to file
Online through a USCIS account, or by mail to the Phoenix lockbox.
Processing time
7.9 months (FY 2026 national median through June 30, 2026)

What changed in 2025 and 2026

  • USCIS extended I-90 receipt-notice validity to 36 months in September 2024 because card production lagged so far behind. Conditional residents renewing a two-year card use Form I-751 or I-829 instead, not I-90.
