What changed in 2025 and 2026
- The BIA held in Matter of Q. Li that release on an I-220A is not a parole under INA 212(d)(5), which cut off Cuban Adjustment Act eligibility for many recent arrivals; circuit courts have split on it. Keep a copy - it is often the only proof of the terms of release.
