Judge Holt received a bachelor or arts degree in 1976 from the University of California, San Diego, and a juris doctorate in 1979 from Loyola Law School. From 1979 to August 2010, she was in private practice. She has been a regular speaker at conferences on immigration law. Judge Holt is a member of the State Bar of California.
