N-648 Medical Certification for Disability Exceptions

A doctor's certification that a naturalisation applicant cannot learn English or civics, or cannot meet the oath requirement, because of a physical or developmental disability or mental impairment expected to last at least 12 months. A licensed medical doctor, doctor of osteopathy, or clinical psychologist completes it.

What changed in 2025 and 2026

  • The 09/25/24 edition simplified the form considerably. USCIS officers may still question a certification, and a rejected N-648 does not by itself sink the application - the applicant can be retested or file a new certification.
