The registration form created in 2025 to carry out the alien registration requirement in INA 262. A noncitizen aged 14 or older who has been in the United States 30 days or more and has not otherwise been registered files it and then appears for fingerprinting. It is filed only through a USCIS online account.

What changed in 2025 and 2026

  • Created by the January 2025 alien registration interim final rule and live since April 11, 2025. Registration is a criminal-law obligation, and USCIS warns that registering does not confer any status or work permission. Litigation over the rule has continued through 2025 and 2026.
